Arise in society and continuous multiple demands that are traditionally collected by the political parties, acting them as actors in the system, whose function is to be a mediator with the state. Or failing that, to interpret them to pledge their solutions once it gets to power. By articulating social demands, the parties the channel organization and prioritization prior to finally create programs and public policies in favor of the majority of citizens. Political parties are considered a dynamic phenomenon that ground must be adjusted to the times. The latter concept must remain high priority “with the ear in the heart of people.” Dr.
Leonel Fernandez, in his article “Challenge of Political Parties in the XXI Century,” clearly states that the existing parties in the Dominican Republic, and in general in Latin America have lost perspective by discredit achieved with a poor performance in the exercise of power. Without a doubt, this element has provided space to the strengthening of other social actors, such as Civil Society, as we stated in the series of articles “Civil Society and Road Safety.” Even the case that political parties ask the Civil Society to claim certain demands, as happens today with the theme of the Parties Law in the Dominican Republic. The lack of a national project would be the common feature of most political parties, supports the theory that Dr. Fernandez, which states that they only focus on the struggle for power. More than thirty parties are the Dominican political system are regulated by the Central Electoral Board, which has been limited to be only an “electoral machine” forgetting to promote an ideology. Very few are those that produce a government program during the proselytizing. Presented to the public for their consideration. The idea is that by creating our consciousness at the highest levels of party structures, is conceived the theme of road safety within their programs.
